Leadership for Commissioning
Background
The successful implementation of the reforms embodied in the Health and Social Care Bill will, in large part, be dependent upon the leadership capability of those who will be taking key roles within the organisations that will underpin the new NHS. The NHS Leadership Academy (NLA) is working with clinical commissioning stakeholder organisations, regional Commissioning Directors and others to develop and commission a high quality offer that will build clinical leadership and clinical commissioning capacity at pace and scale. This offer will complement development support that is being offered at regional and local level.
The Proposition:
• To develop national coherence around what good leadership for commissioning will look like for clinical commissioners and those who support them, including the competencies and the behaviours that will be required
• To develop and commission a high quality offer that will build capacity and capability at pace and scale
Developing a comprehensive offer for leaders in Clinical Commissioning Groups (CCGs) has been our first priority. A number of elements of this offer were made available earlier in the year, and a national procurement exercise was undertaken during the summer for the provision of a national framework of development providers which is now our main offer to CCGs.
Our main offer to CCGs:
CCGs are now able to access a national framework of development providers providing interventions of support to clinicians focusing on strengthening their ability to lead and contribute fully to the ambitions set out in “Equity and excellence: Liberating the NHS”. CCGs will receive funding/subsidy from the NLA to access the interventions in the framework.
